The notes behind the plan.

Six research notes, written before the plan and corrected where the evidence disagreed with it. Their summaries are here; the notes themselves follow as each is cleared for publication, and are in the room now.

01The six

Six notes, one method.

  1. 01

    Standards bodies, compared

How the durable standards separate the rule-writer from the checker, and what happened to the one that did not. The governance, accreditation and fee patterns the Standard adopts, and the regulatory floor Europe proposed on 21 September 2026.

Summary. Full note in the room; published here when cleared.

  2. 02

    Development economics

What a campus costs in 2026 and why it rose a fifth in eighteen months; what it earns; what a developer is paid; and what a year of delay costs, worked from Cushman & Wakefield, CBRE and the listed operators’ filings.

Summary. Full note in the room; published here when cleared.

  3. 03

    Permission and communities

The polls, the moratoria, the court cases, the tariffs and the ordinances, county by county: what communities are objecting to in their own numbers, and the ten criteria that answer them.

Summary. Full note in the room; published here when cleared.

  4. 04

Stranded energy and round-the-clock clean power

Where clean power is curtailed and why; the tariffs and rules that make it usable; what hourly-matched clean power costs against the grid; the flexible loads that have used it so far.

Summary. Full note in the room; published here when cleared.

  5. 05

    The remediation instrument

What a verified unit of environmental repair would be, why water comes first, what came off the list and why, and the line between a commodity and a security.

Summary. Full note in the room; published here when cleared.

  6. 06

    Market and capital

Demand, absorption, vacancy and the pipeline; who is buying what for how much; and how a permission-first developer sits among the companies that sell entitled land.

Summary. Full note in the room; published here when cleared.

02What the evidence changed

Where the research corrected the plan.

Construction cost per megawatt rose about 30 per cent against the first draft, on Cushman & Wakefield’s 2026 guide. Rents for large blocks sit below the headline. Margins are higher than first assumed because power is passed through. The route to a billion-dollar company needs five or six campuses, not three. A European label became mandatory in proposal while the research was under way. The remediation unit lost two of its first candidates and gained a rule: water first, issued after verification, never a security. Each correction is stated in the plan, not smoothed over.
